I just want to know why the merchant is not able to refund... I think he already got the payment out of the shop and noe doesnt want to send the money...

But can you tell me why he gets the message, that his account is not able to refund? Is it because he does niot have the funds? His website is taken down now so i cannot contact him, also he is threatening me. He wont help me

No sorry, if the merchatn has a question about Stripe, then the merchant needs to reach out to us, not you.

But the merchant wont do anything. As he already has the money and he doesnt care about the money of the customers...

You have a few options: contact your bank to cancel the payment, or try to contact Stripe support directly here: https://support.stripe.com/contact

Cant you tell me what possible reasons (any) are there to get this kind of error message when refunding? Thats not a support request i dont want any specific details only the general to get this kind of message while trying to refund.
