Can you tell me more about what you are trying to do that our discounts do not suppport? I'm happy to help but as far as I know Stripe's official discount offering is the only one that works directly with Checkout

We are going to manage marketing campaigns where we will have different rules to deliver discounts to our customers depending on their profile and the products they will buy, these rules can change at any time and will be managed by our Marketing team on our side. The idea is that we can send the discounts applied at checkout, but we will not have codes or coupons.

Ah, so you want to apply a fixed discount to certain sessions, but without a coupon or code?

For reference are these one time payments, subscriptions, or both that you are selling through Checkout?

is for both, discounts will work dynamically and apply to all products.

So for our official discount offering, you can supply a discount or promotion code to the Checkout Session and it would apply without letting the user interact or change it https://stripe.com/docs/payments/checkout/discounts

Add discounts for one-time payments with Checkout

Discounts in Checkout allow you to reduce the amount charged to a customer for one-time payments by discounting their subtotal with coupons and promotion codes.

Otherwise I think you main option would be defining new Prices or ad hoc prices for cheaper than what the product is normally
