Those conversations led to me realizing that stripe issuing is not capable enough for my needs. It required a lot of those dicsussions to get to this point now.

Sorry for the delay! I don't think you need issuing for this. You could charge someone for a promo code then keep track of usage on your end. If a customer "redeems" a code, you could add to their credit balance or allow them to check out with a product + a 100% off coupon but then keep track of usage on your end

No worries. Yea I was thinking of something like that. So you basically I would need each purchase of a promo code to create a brand new one each time and it would only be used once. Redeeming it would mean refilling it up like a tank of gas? But the problem with that is sharing that same gift card / promo code with multiple people would be bad. Then one person would overspend the other.
Each gift card / promo code would need to be given to a new person each time. They would enter it into my website's checkout form which would most likely give them a percentage off.

There's a way to limit promo codes to once per customer but you'd still need to track this on your end to some degree to make sure customers didn't sign up multiple times/redeem the discount more than once
I think, ideally, you track redemptions on your end

It would be 1 but that means you'd have to create a unique coupon for every gift essentially
