Yes, because it's trying to create another account for you, and detects that you already have credentials with Stripe.

what test phone number and OTP ican use for onboarding

If it's a testmode only account, I believe you can use 000-000 for the OTP, and I think there's a button on the page to skip the form.

If it's not a testmode only account, then I believe you need to provide a real phone number there.
