I don't believe we support cross border payouts for accounts located in Hong Kong.

they said that we could use OBO to transfer cross border
but, I'm not sure, it's because we use separate charge & transfer, how come we could specify OBO when we charged, but when we called transfer indivisually to make this happened?
not sure what you mean by that, The on_behalf_of parameter sets the connected account as merchant of record.

ah? We use on_behalf_of when we create paymentIntentData, and use this data to create checkout session
So, we specify on_behalf_of as the connected acct, and specify statement_descriptor_suffix too when we create a checkout session.

You should be able to as far as I can tell
I'd highly encourage you try it out in test mode with a test mode JP account.
It will help clarify the whole flow.

If you're asking about if there are any fees for testing this in test mode then no, test mode requests won't have any fees associated
