You need to correctly onboard the user using hosted onboarding. Simply creating an account is often not enough: https://stripe.com/docs/connect/custom/hosted-onboarding
But till yesterday it was working fine?
Is there any dummy taxid? Which i can use to onboard user

You'd use this API to create any representatives after you create the Account as you need the acct_xxx: https://stripe.com/docs/api/persons/create
