You could set this up where the same bank accout or debit card represents the external account for a Connect Account & a payment method that can be used to pay for goods and services.
But it's a pretty complex usecase

I wonder if I could use connect in this way... funds go to the connected account balance and either stay there or get paid to an escrow bank account for client funds linked to the CA (would require custom connect ?).
I can then top up the platform balance from the escrow bank and pay out to a CA for a purchase.

Stripe account balances are not escrow accounts and cannot be used in that manner. From the sound of this integration I think you would want to discuss it with Support https://support.stripe.com/contact to ensure there are no regulatory issues before getting too far into the technical aspects.

Ask about the flow of funds, including which countries you will be transfering funds to and from. Ask if there are any regulatory restrictions that would prevent you from building this solution with Stripe.
