We do clarify in https://stripe.com/docs/connect/required-verification-information#AU+AU+custom+full+individual+card_payments,transfers that it is possible for an ID document to be requested
But it is not requested for other connect accounts
Depending on the situation, you might need to collect a scan of an ID document to enable payouts if Stripe is unable to verify the individual or if there are possible concerns about sanctions.

If the identity can't be verified based on the info that has been provided or based on sanction concerns
