Ah, that is expected behavior. I thought you meant that you were getting this on a call to /v1/transfers. With connect, you can only use the API to accept the TOS for Custom Connect accounts.
For other account types, the user needs to manually click accept on the TOS either in their dashboard or in an onboarding link
then how can i transfer money from merchant to standard account ?
Create an onboarding link for that account and fill out the form at the link https://stripe.com/docs/connect/standard-accounts#create-link
yes i already using onboarding verification for standard account & complete this one

unds can't be sent to accounts located in IN when the account is under the full service agreement.

You can't specify anything regarding ToS with Standard Connected Accounts
The agreement will always be full and the Standard Account must accept the agreement themselves via onboarding.
You can't Transfer funds to a India Standard Connected Account from a non-India Platform without using Destination Charges with on_behalf_of or using Direct Charges
