This would need to be two subscriptions, if you want stripe to manage both. Currently, multiple prices on a subscription need to have matching recurring intervals.

Alternatively, you can have a metered billing price as the "main" subscription, then once annually you could manually add a one-off additional invoice item for the annual fee
