are we able to set a custom payout schedule on merchant's acc, or even payout schedule on each transaction?

if we as the platform decides to hold on to this amount and want to set a automated payout schedule to merchant's stripe acc if certain criteria is met, is this doable with Stripe Connect?

we do not want to hold on to merchants money on the platform's stripe acc, but if we want to do a transfer + payout and also provide the freedom for our merchants to refund a custom sum according to their own refund policy, (also merchants bearing the refunding fees), is this doing with only Connect? or what other services within Stripe could achieve this goal? Connect + Pay Out?

- Yes, you can manage payout schedule, no you can't set a schedule for payout individually
- No you can't hold funds on direct charges created on a standard connected account
