It's not recommended to use Apple Pay for non-subscriptoin based off-session charges because there's a higher chance that the charge would decline

That's why I said there's a higher chance for decline. It's entirely up to you whether you want to continue using Apple Pay for non-subscriptoin based off-session charges

Ok. So the potential reason for the decline is that the original amount will be less than the final one? Did I understand you correctly?

No, it's about off-session. All non-subscription based off-session Apple Pay charges has higher chances of decline.
