No this is expected as proration is not generated when you are using metered items, regardless of whether there is a "flat fee" item alongside it.

To be clear, if you are setting the billing cycle anchor to Nov 1 on Subscription creation you should see proration on the initial Invoice for the flat fee, but there wouldn't be proration on the Nov 1 Invoice.

So I have to put the flat fee in a separate pricing that doesn't depend on a metered value?

You should have two Prices

One that is the flat fee and one that is the metered fee

If your goal is to charge a prorated fixed amount on the initial Invoice
