in general though I wouldn't use that card since it specifically simulates 3D Secure v1 which is mostly disabled nowadays, you'd b better off using the cards from https://stripe.com/docs/testing#authentication-and-setup

you don't need to do any migration, that's all internal

looking at logs I'm not really sure why it declined instead of requiring 3DS, but I've seen strange behaviour with that test card before. For now I would just try using the 3155 card from the link I posted for any use case where you want to test 3DS
