I don't think this is an issue with the API version - my guess is that it's related to the size of the file. Is there any chance you can try a slightly smaller file and see if that helps?

Hmm... I think at this point I'd recommend writing into support (https://support.stripe.com/contact) and asking them to escalate internally. I'm fairly certain this is a bug on our end, but I'm not finding any specifics on why that particular file isn't working for you
