You would need to use the Billing Customer Portal for customers that have subscriptions already. The Pricing Table is just for new Customers for the most part

If a customer clicks on the CTA in the Pricing Table and they are already subscribed what does it do?

No. The Customer Portal has to be configured separately. The Pricing Table will just create a new Customer and a new Subscription. Here is the doc that mentions that: https://stripe.com/docs/payments/checkout/pricing-table#limit-subscriptions
