but when I register from Spain, I don't have the option to include any country other than the USA, which is pre-selected by default
Is this on the onboarding page from the AccountLink that you are creating for the account?

Gotcha, so that is happening because you are specifying the accounts list of capabilities when creating the Account. I am honestly not sure why there is a restriction on it, but the country can only be chosen before the capabilities are specified

So I think you would need to create the Account without specifying capabilities, let them go through the initial onboarding link, then specify what capabilities you want for them and send them to another AccountLink to fill out the additional info from those capabilities
