hi, yes, it does indeed mean all that

if you don't use on_behalf_of on the SetupIntent on the platform, payments on the connected account don't work, and if you use on_behalf_of, payments on other connected accounts don't work

by 'on the connected account' I mean a PaymentIntent on the platform account but using on_behalf_of, to be clear. (https://stripe.com/docs/connect/destination-charges#settlement-merchant)
