Hi 👋 I don't think we have a test card that meets both of those criteria. Per-country test cards can be found here, but those result in a successful payment:

Whereas our test cards that generate declines are not country specific:
https://stripe.com/docs/testing#declined-payments

Did you try the card that results in generic declines? Is there a reason that card isn't sufficient for the testing you're trying to perform?
