to be clear Stripe already does this, payouts are blocked until the account has onboarded and so on https://stripe.com/docs/connect/identity-verification-api

the best option would be to move the acount to manual payouts and then not process payouts for them if you don't want to, and then maybe move them back to automatic payouts when you're happy to
