Not directly in stripe, no. You would need to handle this kind of check in your system.
Typically I'd recommend "reserving" stock in your system for a customer before sending them to checkout, but having that expire after a relatively short amount of time before releasing.

I'm not familiar with that, if they manage Checkout sessions for you you might need to speak to them about supporting such a feature

For now I think I'm just gonna say and make a note on my tickets page on my website that "I'm currently unable to limit quantity so if we run out of GA or VIP tix before I can remove purchase option, I will refund right away"
