yes sure, I have a use case for my platform where I am creating express accounts for the sellers with just a unique identifier as a metadata and want to pass the funds to the connected account generated after the platform fee and stripe fee cut.
I want to connected accounts to hold the funds before they have completed the onboarding and verification. and once the verification is done they can easily withdraw
You want to look at https://stripe.com/docs/connect/required-verification-information
That lists what is required before the "first charge" or "first payout" of the Connected Account
You can't send funds to the account before the necessary pieces for "first charge"
And then those funds won't be paid out until the necessary things for "first payout"

You can't move funds into a Connected Account until it has charges_enabled
So really no, top ups are no different.

You can't move funds into a Connected Account that isn't enabled to receive funds.
So the only option here would be to hold the funds on your platform
Then transfer them to the Connected Account after the verification requirements are completed.
