That's not something our team would know unfortunately as we don't know anything about how woocommerce utilizes Stripe's APIs. However, it might not be Stripe creating those refunds on Woocommerce.
It is probably woocommerce that creates these refunds again (most likely by listening to some webhook events)
We won't know anything about it as it is a third-party integration
Have you talked to them already? If not, I'd recommend talking to them

I see now that the integration was developed by woocommerce, for some reason we were under the impression stripe developed it
