When i am trying to instantiate Stripe using publishable key, i am getting error that Cannot Find Stripe.

Is Stripe properly ready and loaded by the time you run that script though? Or is your JS being included first or before the other one is ready?
What you can do is use npm instead https://github.com/stripe/stripe-js#loadstripe
