In my application i am using payment element to save the card details that be reused for later checkout purposes

If you mean, can Payment Element list the PaymentMethods and allow you to delete them, then no, it's not possible. You will have to implement this yourself.

No, you can't do that. The customer will need to add a new Payment Method if they want to change something.

Displaying saved card numbers is not safe.
