Absolutely!

This is the US account: acct_1NsYzyAcJmicaALU

I manually added a bank account. It was not collected even with eventually_due set.

This is the Canadian account: acct_1NptqPRd6OwbbLuO
This bank account was collected for us during onboarding

Not that we have two Stripe parent accounts.

Ah yup - the issue is that you have the two different parent acocunts/platforms and you have different settings enabled for each

#

Your US platform needs to enable this setting https://dashboard.stripe.com/settings/connect/custom to allow stripe to collect external accounts during onboarding

Hrm, I turned the setting on and created a new Connect account but still not asking during the flow.

Does it take a while for the setting to enable?

Looks like you just enabled it in livemode, but not testmode (sorry that's my bad, didn't realize this was a setting that could be different in live and test)

Ah, the setting doesn't appear at all in test mode for me. Are you able to enable it for me?

Hmm... that's odd - nothing appears at all if you go to https://dashboard.stripe.com/test/settings/connect/custom ?

I'm not able to modify that setting for you through this channel, but if someone else on your team has admin permissions they should be able to do it (or as a last resort you can ask https://support.stripe.com/contact)
