The only way to receive a payment in Stripe is through an Account via payouts
So if you need to pay someone else, they'd need to have a connect account that you transfer money to and payout to their bank account from

I'm not sure if I described it correctly.
Customer will allow to users to make a payment with Stripe checkout.
These funds will be accumulated in the Customer account (created in Stripe according to all regulatory procedures), but we are going to store transaction records connected to the user's virtual accounts.
So, users should be able to pay for the Customer services later without real banking transaction.
Is it necessary to assign users with Connect accounts in this case?

Probably you know Uber has wallets. Users top-up wallets with their bank cards, Uber holds that money, and allows them to pay for services from wallets, without involving card processing.
Ah ok. So yeah you could use Stripe to accept these wallet top up payments. But you'd need to handle their wallet balances on your end in your system and handle transactions involving the wallet balance on your end
