Yes, once a customer is locked into a currency you can only create subscriptinos in that same currency (things like an active subscription, open invoice items, etc would lock the currency)
Yes as long as the previous CAD subscription was cancelled and they didn't have any pending invoice items or discounts in the CAD currency they can create a USD subscription
