We need this for regulatory purposes - we need to send earned funds to one account while charging our vendors fees from a separate account. Basically, we can't debit fees from the same place we transfer funds.
Is there an easier way to do this?
Custom accounts would be the easier way then
In that case you control everything so the Connected Account user doesn't create a login with Stripe
but a custom account would still be a single source. Say we transfer our vendor $250, they need to be able to transfer that amount in full to their bank account (or trust account).
We'd then need to charge our fees from their separate business operating account.
With a custom account, are we able to say "Transfer $250 to this account and charge $50 from this other account"?

You would have two custom accounts
And from one you would use Account Debits: https://stripe.com/docs/connect/account-debits
However, what I would actually recommend here is just charging your users as a Customer
Instead of charging them as a Connected Account
