someone is trying to set a card for payment, but we believe they are trying multiple combination until one works

Okay so it sounds like there is some card testing going on on your account. So you want to read through https://stripe.com/docs/disputes/prevention/card-testing which talks about how you can implement preventions for this

These charges are already being blocked

#

So it isn't actually affecting you at this moment. You would have to disable access to your checkout form for this malicious actor to stop them completely

Like blocking their IP Address
