I was checking out a product which was able to do this. If you see the above screenshot, I can choose monthly and yearly both. This is a checkout session - with url starting as
https://checkout.stripe.com/c/pay/cs_live

That's not functionality that allows them to choose both, it's upsell functionality described here: https://stripe.com/docs/payments/checkout/upsells
