So with destination charges (the fund flow you're using), the platform (admin) always pays the fees. You would need to use Standard Connect Accounts (https://stripe.com/docs/connect/standard-accounts) plus direct charges (https://stripe.com/docs/connect/direct-charges) for the connect account to pay the fees.
