We have billing details for the first, but not the second, though the tax location is recognized from the card zip code.

So as far as I can tell this is all working as expected - the first Customer cus_MlWfj6sezfj4Dd is being charged tax on their subscription as expected, and the second Customer cus_KCbK2oSiZLHHtd isn't being charged tax because in their tax jurisdiction that product is considered tax exempt
