When I switch to the platform account I see the ~45k connected accounts.

Okay, so the reason you're seeing different behavior in live vs test mode is that the GiveWP platform has different settings in live vs test. In livemode GiveWP has this setting enabled, which allows the connected accounts to control their own payment methods types

If you want the same behavior in live vs test you should disable it

at this settings page -> https://dashboard.stripe.com/settings/payment_methods/connected_accounts
