Are you trying to test charges or payouts? I can look in to our test account numbers

I understand there is no test Canadian Bank Accounts with USD funds. But I was hoping you would be able to suggest a way to test?

Okay in that case you should be able to add a USD test bank account to a Canadian account just fine
You can do it via the Dashboard or via the API by setting currency.
Like in the Dashboard it should look like:

The purpose of the testing is to calculate processing fees at time of checkout. Because there will be potential conversion and cross border fees
I want to pass the processing fee onto the customer
I will have to detect the country and currency of the connect account and calculate accordingly
Okay but that all has to do with the presentment currency and the amount you charge. The payout isn't involved at all here?

No the conversion would happen on settlement

You can also test this pretty quickly. But basically if you charge $100 CAD for a Canadian account that settles in USD (has only a USD bank account) then at the time of the charge it would convert from $100 CAD --> USD and the FX fee would be applied on that conversion
Then the amount would be in the Connected Account's balance in USD
