I charge my client and would like to pay the supplier instantly, but it seems like that's not possible. The minimum delay for spain is 3 days. So I wan to know if I add €10,000 in the balance, can I initiate instant payouts with the treasury ?

not sure what "the treasury" is.

But in general I don't think that's possible, as you say, it takes time for money to clear and to be available. Maybe work with our sales and support teams on your use case and Discord can help with specific coding questions!
