yes iam dev and while testing in in the TEST env i never faced this use case
We don't send any email in Test mode so that's normal
Can you let me the know case where stripe is sending these mails to customer

I'm going to do a wild guess since I'm still lacking fundamental details: ARe you using bank debits like ACH Debit, or SEPA Debit, or ACSS Debit or similar? If so which one?

https://dashboard.stripe.com/settings/emails covers all the relevant emails and you likely have those enabled. They usually are a requirement from the scheme/network
hover over the i icon and see wht it says. I think it's required and you need approval to disable them. You likely want to chat with our support team about this: https://support.stripe.com/contact
