The level 3 feature is in private beta and it's not something we're familiar with here or can help with. I'd recommend talking to our support team for help instead: https://support.stripe.com/contact
Looking at the error though I think you're missing passing payment_method_types: ['card'] since this only works for card payments. You are using the latest API version which changed the default behaviour, make sure to read the list of breaking changes https://stripe.com/docs/upgrades#2023-08-16 and the upgrade guide https://stripe.com/docs/upgrades/manage-payment-methods
