What type of connected account are you using? Direct Charges is usually for Standard accounts where they would pay the fee

If you use Standard accounts you should use Direct Charges and Stripe will always charge the fee to that account.
You really do not want to cover all of this, you have no real information about those businesses for example. How are you going to handle fraud, disputes, negative balances, etc.
If you use Standard accounts they own all of this

I'd recommend working with our support team at this point to talk about your overall business model. You likely want Express accounts instead if you want to own all liability and fees
