You need it for both - in production after creating a webhook endpoint in the dashboard or API you'd still get back the secret that you need to use

Where I can find that webhook secret key?

Cuz I setup everything and it works but I cannot find the key on dashboard

If you open your webhook in the dashboard you should see a section like this

Once you click reveal you'll see the secret
