For the second part of your question, it sounds like you're talking about listing all Balance Transactions that are associated with a Payout, which is only supported for automatic payouts. Manually created payouts do, as far as I'm aware, do not support that.

so if we use this Pay out action from the dashboard, it will send the available balance as instant payout and won't track the related transactions?

The way our system works it listens for the payout updates on the webhook, so when the payout is created or status changes, it pings our system and we update our records based on that

but we started noticing that a few of our users payouts didnt get updated in our system

So if I try to request the related balance transactions to this payout it will never have anything?

Gotcha! We aren't as familiar with the dashboard features, but yeah that seems like it would create a Payout. I'm unsure whether it would be instant or not, I think that is something our Support team would be more familiar with:

I suspect that the Payouts created by that approach would not list associated balance transactions, but I'm not fully confident on that. Do you have an example of a Payout that was created that way?

yea it went as an instant payout, so it makes sense that it wont have th transactions

Yep, that was a payout for an arbitrary amount, so it can't be associated with any specific transactions.

For example, let's say you get paid $100 total across 5 $20 transactions, then you pay out $5. Did $1 come from each transaction? Did all $5 come from one transaction? Some other mix? There's no way to know.
