Yeah, I know that we need to create a file with a purpose value of identity_document

Okay so I'd actually recommend writing into support (https://support.stripe.com/contact) - I believe there may be a workaround or private feature that handles this and they can see whether it's possible to gate your account in (I can't make any promises since I don't know what the currency state of the feature is in, but it's worth a try)
