I'm not sure I understand your question. Can you give a concrete example?
suppose we got webhook invoice payment failed event .. in that case any chance of amount getting debited from customer account ( this is very general question )
If the invoice is failed, then no the customer didn't pay anything.

one more question .. in case of ACH micro deposit
if customer already tried three times and account got locked .. what option we have to unlock the account
