(we don't have Radar rules that would prevent this - since Radar rules don't seem to be specifically available for setupIntents - but I would not expect this to have a Risk evaluation score of 3)

Hmm... I took a look but I'm not seeing anythign super out of the ordinary - at a high level, I think there was not "risk score" attributed to this setup intent because we're not talk to the card network for that confirmation attempt

I'm suggest talking to support (https://support.stripe.com/contact) and having them take a closer look to see if there's a way you can tweak your rules to handle this better
