You can't do that (if i'm understandingly correctly) -- if a payment was made using a payment method without attaching it to a customer first (or saving during payment) then it can't be used again.
Can you share an example payment method ID?
ughhh, that combined with the change a few months ago to not default to customer_creation is going to cause me a lot of angst then 😦

Yep, so in this case the payment was completed without saving the card for later so its not re-usable (even if this had created a customer)
You'll want to adjust your integration to create those customers and/or enable setup_future_usage to allow payment methods to be used later
ugh, kk. is there any path to backfilling the existing corpus as a one-off (ie filing a ticket with support) or is that verboten?

I get that it's painful, but as far as i know that's not something that's available. You'd need to have those customers provide the details again with settings to save them for later use.
