You should be able to have a JP account connect to your US platform, so this may be an issue with how you are creating or onboarding accounts

Ah, so you are setting capabilities when creating your accounts, that locks the account in to being from a specific country. If you don't provide capabilities initially, the user should be able to choose the country for their account while onboarding.
