Yes, your application must be PCI-compliant to handle credit card information (please check the link above).
Otherwise you can use Stripe Elements or Checkout and you don't need to worry about it

Yes, you will need to have a special permission to be able to use raw credit card data in your app. I would recommend you to update your integration to avoid this. You can of course ask Stripe Support to enable this for you but you will probably need to provide a strong reason for this.
