There is no "payout confirm" at all. There's a Payout creation. Is that what you mean? I'm sorry you're being a bit too high level

nowhere. It's aggregated monthly across all your connected accounts and charged on your platform account

Our platform allows users to earn money when doing things on our website.

Whenever they have money, they can create a payout.

This payout can be multiple times a day, multiple times a week by each user.

So how does this 0.25% + 25$c per payout apply on our side at the end of month?

Does stripe calculate sum total payout amount and do 0.25% of that +

no of total payout * 25cent?
