For Account issues you should really talk to Support. But in general, yes it's fine to create a Stripe account without a website or bank account at first. And if it's your account you can always update the settings.

Actually I'm I'm getting paid 100 hourly so i don't know if stripe will accept that because i heard that they require proof and those things and my job is a software developer i don't know what proof they ask
I don't want to risk with the money i get paid because i can't ask my clients to change the payment way every time
So I want something stable
