Unfortunately only our usage based billing has the ability to be billed at the end of the month, the other pricing models do not support billing at the end of the month at the moment. So the two main workarounds that I can think of would be to:

1. Switch your premium plan to a usage-based Price, which unfortunately means you would have to manage prorations manually
   or
2. Manually add the premium place as a one-off Invoice item each month

Will definitely add to the feature request about billing at the end of the month more generally but I would not expect movement on it soon unfortunately.

Would setting the premium plan and the cards as seat-based licensed usage product make them both automatically proration-able and be billed at the end of the month for the past period?

Not immediately sure, I would recommend trying that in test mode though I think either the seat-based amount would be charged at the beginning of the month or it wouldn't be proratable. Last I knew of this was a tradeoff with how these billing models are currently implemented
